We have the hub plugged in so that we can use our CD player on the Surface 3, but nothing is happening. Is there something we are supposed to install?

How do I get the second (bottom) fan to turn on? I've had this since May and it has never turned on
Defect, or just not plugged in. look on the side with the hard drive, they are black wires
