CSA 1099R Block 16 Issues

When the CSA 1099R from OPM is used for federal retirees, these do not have blocks beyond block 15. So when I e-file with state of Indiana, it gets continually rejected with message, 1099R-025 - If 'StateAbbreviationCd' is IN, the state distribution 'F1099RStateTaxGrp/StateDistributionAmt' must be greater than state tax 'F1099RStateTaxGrp.
So this time your system did a popup, for me to add the distribution amounts into block 16. Hopefully, my Indiana return will get accepted this time, after six rejects. If this does not work, I will print and mail the forms, which defeats my desire to do electronically. My Federal return has no problem being accepted, with block 16 missing.
Therefore, this has been very time consuming and frustrating
