Unhappy with online version

I am not able to edit my 5329 form to note exception code 21--so am being charged $450 penalty that I SHOULD NOT HAVE TO PAY. The online version does not allow me to edit the form and there is no way to fix it. I spent hours googling options. It says 'purchase the desktop version.'
