Turbo Tax needs to fix PEL number bug!

Love everything about Turbo Tax except...
It would not allow me to file my return because my Professional Educator's License number was not 9 digits. The state of Illinois issues 7 digit PEL numbers. If it will not allow me to e-file without 9 digits, there should be an onscreen prompt on how to fix this (ie: if your PEL is less than 9 digits, add 0s in front of the number until it is 9 digits). I had to dig through google searches until finding a post on what I was supposed to do and even now, I am worried my return will get flagged or rejected because I put extra 0s in front.
