Difficulty submitting e-file

VERY frustrating to not have the last part be as easy as all the rest. At the very end, after paying fees, I kept getting error, "You cannot e-fil because you are not entitled due to formsets." I kept signing in an out- then chose a random state since Texas doesn;t have state taces, then deleted state altogether, signed back out, signed in, and it FINALLY allowed me to submit.
