Don't Understand the Federal Tax Fee of $49!

I didn't like the online set-up!! it was easier to understand with the CD. Also, I paid $40 for the online Mac computer version. Then, in the end I had fees for $89 which included $40 for the refund, then $49 for Federal tax. Why did I have to pay a $49 Federal tax??? That's something new. Who's receiving the $49???
