Issue with software loop when filing state return

I have been using TurboTax for years and I've been pretty happy. This year is an exception. When finalizing my taxes and beginning the e-file process, the software keeps making me go back and "fix my IL Return." The fix pertains to the IL EIC, which I don't qualify for, nor am I claiming. So far, there is no way around moving forward with my state returns (even though I already paid for the state filing return). There should be way for me to select that I don't qualify for that credit. I feel like this is away for TurboTax to get me to upgrade by getting the "Max" product to get the help I need to fix it. I'm not happy about this.

all in all it has been a great experience with turbotax. IT is my choice every year.
