Paid for Federal and State but State isn't working

I paid for the 2022 Federal and State (CA) TurboTax Deluxe edition and it won't let me file my state refund. It just loops and loops back and forth with telling me to update, download, and file, but then doesn't actually do anything. I tried uninstalling and re-installing it and it didn't work either.
