M5*24 Shoulder Bolt missing threads

Almost had to give up assembling this 28” blackstone as one of the four M5*24 bolts was smooth and not threaded, making it impossible to attach one of the front accessory rails. Luckily, I keep assorted screws in my garage and found a spare M5 bolt that sufficed. See attached photo of the unusable bolt. This is something that should have been caught on quality inspections. I would like to be contacted regarding this.
