We'd like to assist you with your washer. Water may not cover the top level of the clothes. This is normal for this high efficiency unit. As far as the clothes not getting cleaned properly, please refer to the link below for troubleshooting:

Purchased 1 week ago and other than having to get used to a new washer, it seems to be fine. It does make a pulsing sound when washing but that appears to be simply the way this agitator works. Our clothes do smell better than with our old machine.
had this machine for 2 days and it is the noisiest machine I've ever had

Definitely not built like my legacy 20 year old, fully mechanical Kenmore Elite! Still trying to figure out how to get more water in some of my loads. Don't understand why you offer a 4.0 cubic feet basket. If I load it up, I don't get enough water to cover most of the laundry!
No, I would not recommend this to a friend.

Over the years, the amount of allowable water usage has been reduced. With Washers using less water and energy, you will no longer see a wash basket full of water. Most Washers are now programmed with load sensing to adjust water levels based on the cycle and load size, so the amount of water used will vary. We recommend utilizing the Deep Rinse feature to add additional water to your wash cycle when using fabric softener. You can view additional information for this feature on page 13 of the Owner's Manual at the link below.
