Disappointed that not much water goes in a load and soap is still on clothing when finished
No, I would not recommend this to a friend.

Over the years, the amount of allowable water used in washing machines has been
reduced by the Department of Energy (DOE), who sets these standards. As washing
machines have become more efficient, they use much less water and energy to get the same or higher level of cleanliness as older models. It is normal for the wash basket not to be full of water as most washers are programmed with load sensing to adjust water levels based on the cycle and load size selected. We recommend that the washer is loaded properly to ensure optimal performance. You can find recommendations for how to loadyour washer in the product’s manual. UNHAPPY SITUATION

So unhappy with the washer, it makes an awful noise when in spin mode and when it's draining. I have complained to the owner where I bought it, but he said there's nothing he can do about it. Supposedly he contacted the rep and told him about it and I have e never heard anything from anyone.

We'd like to assist with your new washer making sounds. While it is normal for the unit to make sounds while agitating that may be different from your prior washer, leveling the unit may help reduce the sound level. To level the washer, adjust the leveling legs by rotating the individual leg in the proper direction for up or down.
Clicks, water flowing, gear sounds followed by pauses, and electric hum sounds are all part of the normal wash cycle. You can find out more about sounds here:
