Disappointed that not much water goes in a load and soap is still on clothing when finished

Over the years, the amount of allowable water used in washing machines has been reduced by the Department of Energy (DOE), who sets these standards. As washing machines have become more efficient, they use much less water and energy to get the same or higher level of cleanliness as older models. It is normal for the wash basket not to be full of water as most washers are programmed with load sensing to adjust water levels based on the cycle and load size selected.
