Why do you have to charge to e-file state tax

Why do you charge to e-file a state tax return. I'm not going to spend money to e-file a state tax return when no tax is due, or money is owned. Why can't you build that into the purchase price of the product? If you by an edition that includes a state, it should include a free e-file for that state.

A Few Issues re Standard or Itemized Deductions

Terrific product ... used for years ...but two significant issues encountered this year.
1. When considering the State requirement (Maryland) to itemize Federal if you itemize State, TurboTax should evaluate whether or not the Standard deduction offers the minimum tax (maximum refund) accounting for both together -- not just the Federal.
2. When choosing itemized deductions, TurboTax should automatically make line 12b of 1040-SR blank. It is most confusing to require you to do this in the final review stage of the return. Worse, TurboTax resets your action to make it blank if you save the return and then reload it.
