Quality is slipping

I've been a user of TurboTax for about 20 years. I always thought that the quality was great but this year I found that it was lacking. This was particularly true with the NJ State return.

TurboTax e-file does not work

Married, filing jointly using standalone CD version TurboTax
Not required to pay any taxes due to limited income (AGI)
Qualified for refund (as a credit) due to IRS not sending December 2019 stimulus check ($600.00)
Submitted e-file but it was rejected by IRS (IND-031-04) "primary taxpayer's AGI from last year does not match IRS records."

2019 returns submitted using TurboTax - paper filed on time. TurboTax verified correct AGI, so the return was clean.
Probable cause for error on 2020 submittal due to IRS backlog in processing all paper files for 2019 ?
Went ahead and resubmitted 2020 return as e-file, on 04/29/2021 to see if it would be accepted not in error. If I get second error notification for AGI not matching, will resubmit it in paper format, registered mail, and hope for the best.
All of this SNAFU could've been avoided if there was adequate quality control on the complete electronic filing process.
