Turbo tax is simple except efile fee confusing

Turbo tax charges 25 to efile state, and another 40 to process your refund. I am getting a refund and have a bank account to receive the refund. The fine print tells you that you can get the direct deposit for free from the Gov't but then doesn't make it clear how to transmit and not pay the 3rd party processor.

This is a wonderful product but i have one issue that I'm not sure if it is turbo tax or state of MN. This happened last year also. i went to e-file my state and paid for the e-file. Hit transmit and it got kicked back because i owed a $5 penalty for under paying in first quarter. So, either they have to fix the issue so the state accepts it or charge for the e-file AFTER it transmits. Now I have to try to get in touch with someone (which is next to impossible) to get a credit back.
