stainless tub and walls stay wet

bought new 18" stainless interior, even with heat cycle and rinse aide, the insides stay very wet, dishes are dry, were not washing plastics in dishwasher. what is wrong with this machine/design?

The top rack doesn't get clean at all. Leaves a greasy film and tiny food debris on the inside of all cups and mugs.

I have had this appliance for a couple of months and it is running much more than the old one. Mainly because I did not realize how badly the old one was washing the dishes. So I am rewashing many of them in the new one.
