One issue?

Set the POWER to the lowest setting which is MIN. I turn down the thermostat to the lowest number which I believe is ONE. As I turn the setting to ONE, all of a sudden both the MIN and the MED power indicators are illuminated. I also hear a click, indicating that the Med power is now also engaged. Why would MED turn ON when I just turned dialed in the lowest possible setting?
