I am retired and was looking for an economical and sharp color screen for basic graphics and photos. I also needed a camera and mic for online chats. The setup was pretty easy, although the instructions could have been a little clearer.

I wanted a conference monitor with MSFT win Hello Capability. But due to my ignorance, the camera is not compatible as it is not IR so the monitor is not of 100 percent use to me.

Correct, this monitor comes with a 2.0M pixel CMOS-sensor camera, not an IR type, it is not compatible with Windows Hello.
