Cursor behavior

I currently own a Dell with Windows 8 and I have a problem with my cursor jumping from place to place in both word documents and emails both gmail and enterprise account email. Is this a Windows issue, 8, and has Microsoft figured it out in version 10?
Does it happens while in charge or it happens every time.
I used to have it similar issue, DELL Replaced me with new charger which resolves the issue.
