Strong for the cost

For how much I paid for this little sucker, it sure is strong and durable. My other cord issued by Samsung, broke at the connector. This one has a little reinforcement ring around the connection that, although small and insignificant looking, really helps.

We all know the most expensive part of any printer is the ink it comes with... Well with that being said, this sucker is little more than a couple of super expensive ink cartridges wrapped up in some fancy plastic.
The paper is loaded vertically behind the printer and is exposed as opposed to being contained in a tray at the bottom or even in a compartment below the bulk of the printer. This makes loading paper an inconvenience and exposes it to become covered in dust (which can affect print quality)
The lid is really flimsy, but that's what you pay for.
Finally, replacing the ink cartridges is very likely going to break your printer. They are tucked away so far inside and there is no easy way to access them. You have to reach in with your fingers and push some lever caps and hop you don't knock the slider out of alignment.
It prints as expected, but overall, I'd go with one of the upper models HP offers. I haven't had any problems with this particular model, but I like the HP OfficeJet 4630 even better.

If out of ink, will it still scan?

My old Epson printer would not scan if the ink was low. It would put up this notification that disabled the whole printer/scanner/copier until I changed it.
Also, the ink cartiages were individual so if the yellow was out, that same notification would pop up and disable the functions even if I changed the setting to black and white (where there is not need for yellow at all!!)

Will I have this problem with this printer?
Absolutely. This printer will still scan even if out of ink. It just wont print anything.

connectivity

If I need to connect this printer to my desktop computer buy USB, can it still connect wirlessly with my laptop and gallaxy s6 phone?
If you elect to turn the wireless feature on, you can connect to the printer both via USB cable and wireless. Your best option, although somewhat technical, is to set up your printer as a network printer and then you can connect via all your devices. Additionally, with this option, when your friends or family come over, they will be able to connect and print a lot easier with your permission.

Scanning capability

Can this all in one scan multiple documents at once ? is it also a flatbed scanner?
This printer has a couple of options for scanning. It does have a flatbed scanner. You can also load a sheet of paper on the collapsible top tray and it will feed in once you choose to scan from the top tray. Also, to make your life a whole lot simpler, when you download the drivers from the HP website, be sure and download the software for this printer. You can scan multiple documents and compile them into one PDF file. It makes everything so much simpler.

Is the HP Office jet 3830 google cloud ready?

I am looking at this printer but am connecting to an acer chromebook. I do not have another compouter so I need a printer which is cloud ready. The only way it seems to know this is if it says it on the box and I am shopping on the internet. Thanks
To the best of my knowledge, HP printers have some weird "email" solution for remote printing. I think this printer can be used in tandem with Google's cloud print, but the more straight forward option is to look into the HP remote printing via email.
