Can I format fat32 with this device?
I do not know. When I portioned the drive I into two partitions, it used a Mac OS Extended (journalized) format. I did not see an option for FAT 32.

Does it have password / encryption protection?
Yes, but I have not used this feature. When it is first used with Time Machine, it will ask you whether you want to use encryption.
