would my windows 10 pc detect this as a normal hdd if i bought this and a hard drive?

16gb ram
amd radeon r7 370 graphics card (i think its msi)
also would i be able to install games
Yes, it should. I don't have the exact same specs as you, but I just plugged this into my desktop's USB port and up came the dialog telling me I had another device, then windows explorer treated it just like any other local hard drive.

Will this work with laptop hard drives
Yep, most definitely. If you have a USB port on your laptop you can plug the device directly into your laptop. Or you can take a standard 2.5" bare bones hard drive (even an SSD), plug it right into the port and do what you need to to it.
