This is the third one of these I have bought. Good memory, SSD boot drive for fast startups, separate data drive, dual HDMI (although only Intel HD graphics), and an actual CD drive. Yes, you can put it in an external enclosure and use it just like you would use a standard HDD as an external drive. The only issue would be lining up the data/power connectors on the SSD to those on the external enclosure, if you are trying to use a standard 3.5" HDD external enclosure. Best to get an external enclosure specifically made for 2.5" and/or SSD drives, then it should be no problem at all.

No it can't connect to your hotspot. It can only connect to an internet connection through a modem.

Can I stream with my cell internet, or do I HAVE TO have wifi?
You should be able to stream over your cell internet. During the Roku's setup, it searches for WiFi networks to connect to, and if you phone's hotspot is turned on and it's nearby, the Roku should pick it up. Whether the phone's WiFi signal will be strong enough to connect, and it's speed will be fast enough to support smooth video streaming will be a matter of trial and error.

what is the difference from Roku Premium + and this model ?
The Premiere+ is an actual STB. I has connections for HDMI, Ethernet, etc. The Streaming Stick is literally like a large flash drive that you plug directly into the TV's HDMI port. The only connector that it has is a micro-USB port for power. Operationally, they both work the same, but the Premiere+ supports 4K UHD and HDR, whereas the stick only supports up to 1080P resolution.
