will this work with a 2-1 tablet that has windows?
It should work with your device as long as it has a free USB port. I use it on my laptops all the time.

Will this unit both record from a DVR and play DVDs on my TV
Can I record from my cable box DVR to a DVD with this unit and then can I play the DVDs thru my TV?
I will definitely copy DVD's as I do that frequently, however, I have not tried using it on my TV. My computer searched for the driver but it was a plug and play. Will not work with Blu-Ray though.

Will it connect to a Lenovo thinkpad Y14 (20y). Or does it need a special y-type usb 2.0 connector? Im using windows 10 and the thinkkpad also has a usb 3.0 Port.
It uses a traditional USB port. It has worked on a toshiba laptop, a Samsung laptop, a Mac laptop as well as a toshiba desktop. I though the USB 2.0 vs 3.0 was only related to transfer speed, not the size of the port itself. It works on a 2.0 speed but would be faster with the 3.0
