For the price...

Taking a few things into consideration, for the price, this is the best laptop you can possibly get for $379. There are many things you can do to improve this laptop without great cost to yourself. For example:
Could definitely use a SSD, I see Lenovo has optimized everything possible for a faster start-up, but a HDD can only be so fast.
Cons:
Battery life and over-heating
The battery life kind of sucks if you're on the go a lot. Considering I bought this laptop for school it wouldn't be much of a problem.
Battery lasts about 3 hours going as hard as it can. If you optimize for battery life, it isn't much of an improvement in my opinion.
Over-heating:
It seems to run around 50-60 degrees Celsius when multitasking and 30 degrees at idle. Thought it was worrysome to have hit 60 degrees so I'm buying a lil fan thing for it.
It cannot play any of the games I would normally play on my desktop...which is to my own benefit since this is a school laptop. These games are Rust and Black Desert Online. It can start the games but they aren't playable. I imagine it could play a game like LoL or Team Fortress/Red Faction/Half Life or things in that criteria
Can't over-clock APU, however you can control the memory speeds.
BIOS is close to useless.
Pros:
As for a streaming laptop or school laptop this is perfect. Streaming is no problem for this machine.
The hddrive is perfect as well for my needs.
Believe it or not, the screen can render 1080 and looks okay. Mainly only the desktop and web browsing is rendered in 1080 while certain applications have lower resolution fit for settings.
All-in-all, I give Lenovo 5 stars for this laptop. It's obvious how much effort they put into this machine for maximum, fluent, affordable and safe computing.
Mobile Submission: False
I would recommend this to a friend!

Could this laptop run games that were made for Windows Vista or older?

Certainly.
