First time monitor buyer

I never before needed to buy a monitor because since about 2003, I've had only laptops. But July of 2016 marked the month that I decided I needed monitor to aid me in my efforts to no longer hurt my back and eyes, especially since I was about to start grad school in a month.
I did some very light research at first online to see what was out there, but didn't take it that seriously. Then I got an email from Best Buy about a sale they were having, and some monitors were on sale! I saw a 24" one that I thought I would like and went to the local brick-and-mortar to see it in person. Much too big for my setup. I walked around the store for a bit to see what else was out there, and stumbled across this one. After comparing its specs and price to others available in the store, I made the decision to buy it.
Setting up was a breeze. Things sure are simpler these days than back in the 90s, when I made my first computer.
Now about the picture quality. My Surface Pro 4 is pretty top of the line when it comes to notebook PCs these days, so I shouldn't expect the monitor to display the same sharpness or depth of color, but all the same, pixels just aren't as sharp as I would like them to be. Text feels fuzzy. Also, this thing is supposed to have a refresh rate of 60 Hz, but I haven't been able to clock up to 60 Hz when watching videos or playing games. I mean, it says it's doing 60 Hz, but I know when I'm seeing 60 Hz, and that's definitely not 60 Hz.
Would I buy this again? Probably not. Wait, what am I saying... I just bought the same one for my wife not an hour ago... I guess we like it...
I would recommend this to a friend!

1. Does it come with a power cord? 2. Can headphones be used on this monitor?

It does come with all the necessary cords, including HDMI, VGA, and power. You cannot use headphones with it as there are no built-in speakers.

You can touch it all you want, but nothing will happen.

1. Does this monitor come with a headphone jack? 2. Does it come with a power cord?

It doesn't appear to come with any ports for USB or headphones. Doesn't come with built-in speakers either, so that explains the lack of headphone jack.
