Lots of retailers are selling the older Canon EF IS-II (non-STM) 55-250mm lens at a reduced price. Sometimes that lens is even included free with the Rebel camera kits. (Canon must be offering these units to retailers at blowout prices.) But in most cases, this lens is worth the extra few bucks. If you want a longer zoom for shooting HD video with your Rebel DSLR, then the STM lens -- with a quieter stepper motor design vs. the older ultrasonic motor -- will prevent any noise from the lens motor from entering into your video.
The only case in which I would get the older EF IS-II lens would be if you never shoot video and think you might someday upgrade to Canon's pro line of DSLR camera bodies, such as the EOS 1D, 5D or 6D series. Those are the pricier models that use a larger image sensor and therefore need the EF lenses. EF-S lenses are not compatible with full-frame DSLR cameras.
