Great for a low budget

Internet Connectable?No

I got it for 399 and the picture is great and the PS4 looks good. The settings need worked a bit out of the box like the picture mode (put it in game mode) and virtual surround sound is nice! Keep in mind this tv will not play movies from USB only mp3s. For the price I feel it was a better purchase then the other brands.

What's great about it: Picture and settings

What's not so great: Usb will not play movies

I would recommend this to a friend!

Why does this TV have an upscaler?

Is it a lower resolution TV that upscales to 1080p?

NO, the source like a cable box or ps4 and sat box is what handles the scale but it is native 1080p. It is a great value at the price.

What is a generally accepted definition of a "Smart TV in, say January 2014?

I don't like smart tv programs but any tv that connects to the internet and streams content from a app.
