According to a review from M-o-b-i-l-e-T-e-c-h-R-e-v-i-e-w on the Dell Inspiron 13 7000 from 2015, it says in the video's description: "NOTE: Dell removed the pen feature from newer models." This was pertaining to the Dell Active Pen.
A more recent review from MTR for a Dell Inspiron 13 7000 from 2016 shows this to be the case as the reviewer tries to use the pen and it doesn't work. The reviewer says that the synaptics driver is not on this computer.
Looking at reviews for the Dell Active Pen, apparently battery life was a big issue on it along with it just breaking down and Dell having to ship out replacement pens. So, I'm guessing Dell decided to do away with their troublesome product and scrap the technology rather than come out with a better, newer model.
I would guess only a generic stylus is going to work with this.
