Some Cards Not Activated

I purchased several Gem Cards from bestbuy.com. Most worked as expected, but one card in the batch was not activated.
Unfortunately, NCSoft has outsourced the Gem Card system to another vendor, and they are unable to help. I have since logged a customer support request with the third-party vendor. It's been well over 3 weeks in the customer service process and I can only recommend in-game purchases using a credit card.
What's great about it: when they work, they're valid for use in Guild Wars 2
What's not so great: when they don't work, it takes weeks to correct
No, I would not recommend this to a friend.
