First off, I'm familiar with the sound and performance of a fair amount of audio products from middle of road to the higher end. Let me say this at the price point I feel it's the best bang for the buck. I have two of theses 12's and the BASS will make you pass gas out of your ear holes, Shake and shiver the hair on your little toes, and gets rid of the yard moles! All that with out being too over the top. KLIPSCH has a beautiful simplistic way of there products just finding the sweet spot.
Okay so for a more formal review, If you are familiar with the Klipsch Brand then you know there sound and performance with movies and games is at the top of the list ALMOST setting the standard for what sound should sound like. What I love about this sub is it's phase control making it simple to tailor it's performance to movies and especially it's reaction to music when you want to dropdrop droppppp the bass this sub will bring it and drop it without much distortion tested at 150-10hz at high playing levels & I'm very impressed!
So stop reading and swipe your debit card for two of these. At least 1!

If working with a budget as we most do, I would strongly strongly recommend for your front L & R look into BIC AMERICA FH-65B the are 6.5" bookshelves DO NOT LET THEIR PRICE AND SIZE FOOL YOU! I also I recommend pairing with their matching center speaker BIC AMERICA FH-6LCR for rear channels look into Fluance XLBP Bipolar's. You can get those 5 speakers for about 500. Let me tell you that you will no be dis appointed PROMISE. PROMISE respond if you have any questions or anything. If you take my word for it and go with my recommendations please let me know what you think once set up. You'll be like "DAMMMMMMMMMM! where all dat' sound be commin froms", I know I was.

How much electricity does this 12" subwoofer consume ?

Only as much as it needs. That is what I love about it, it decides for me.

It's a digital amp so low fuel consumption! Low heat low electric low booms.

what size klipsch subwoofer is best for a klipsch r-28f floor standing speaker with a yamaha 575 5.1 receiver

This is a question best answered by you what performance level are you looking for from your sub? How large of a room? Speaker location and placement in relation to walls and seating arrangement?

For me no matter how you answer those questions I would go for the Klipsch R12SW because of the low pass crossover and phase control and button placement it makes this sub very easy to blend with any environment and sound.

My subwoofer has a noticably 60HZ hum when it's turned past 1/3, is this normal?

NO! check wires and connection
