Good question! Hertz is a term that basically means, "refresh rate". As an example, 60hz should be read as 60 times per second and 120hz should be read as 120 times per second. Imagine taking your hand and waving it really quickly back and forth in front of your face. At a certain point, a perfect hand becomes blurry and your image becomes distorted. This is because your fast moving hand is going quicker than your brain can process the image. If your brain however could process the image quicker, there would be no blur and your image would be perfect.
The refresh rate on TV's work the same way. Fast moving action (soccer players running, trains roaring down the tracks etc.) causes a slight distortion in images, where as if the image was being processed twice as fast (120hz over 60hz), that motion would translate into perfect video. In the end, the faster the refresh rate is of the image, the more clear and detailed the end result will be to yourself on the receiving end. I hope this helps!
