I have a laptop with previous version of widows 7 but hard drive is messed up. Can I install a new hard drive and buy a windows 10 pro 64 bit and load it after I put the new hard drive in?
Yes you can, but you need to ensure that your laptop has a DVD player so it may install Windows.
You can also buy the operating system, and install it via a USB drive as well, but you will have to get those directions from Microsoft. I would put the link, but that is frowned upon.

Does the product key last a lifetime because I want a product key/Windows License that last a lifetime that does not expire and does not have a message that pops up on my computer that says Your Windows License Will Expire Soon?
A product is good for one computer. This means as long as you have your computer without upgrading the motherboard and CPU, your license will be valid.
Your license will never expire, and you will never, EVER, get a pop up stating that your license will expire soon. If you get that pop up, close it (do not click on any buttons) and run Anti Virus software and/or Malware/Spyware software.

What is the Asrock Z370 pro4-ib, what does the IB stand for and what significance does that hold? I can find nothing online about it.
The IB stands for iBuyPower. You can use the Z370 Pro4 drivers and downloads. The only one not available right now is an update for the BIOS, which you will not need at this time until a fix for the Spectre bug is released.

Can i do video editing and photo editing on this desktop ? i am scared from a liquid cooling is that really safe or is it going to leak one day and air cooling is better ? i want to add a ssd 500 g can i do that ? thank you

Video and photo editing not a problem at all, you will be happy with your purchase.
It is a closed looped cooling system so nothing to ever refill or manage. Also it is only on the CPU. The same cooling system also acts as a pull for air in the case, if you want more fans you will have to purchase them and install them. I have not added any additional fans and my system runs very cool even when doing gaming for hours on end.
You can have up to 4 SSD drives, it has 2 easy to access SSD's on the bottom of the case which you can easily see through the glass. It also has room for 2 more SSD behind the right panel.

When you see flash drives for 2.0 or 3.0, they are talking about the USB standard they are associated with. Everything these days works with USB 2.0 which has transfer speeds to and from the device up to 480 Megabytes per second.
On the other hand, USB 3.0 standards allows data transfer speeds up to 4.8 Gigabytes per second (this is roughly ten times faster than USB 2.0), so you can move data 10 times faster to and from the drive.
The key for USB 3.0 is your computer MUST have a USB 3.0 drive for you to gain the benefits of using the USB 3.0 standards (if you look at your USB port, there should see a blue colored connector, if it is gray/blackish then it is USB 2.0).
The good thing is USB 3.0 works with USB 2.0 connections, but the speeds revert back to USB 2.0, so slower transfer speeds.
