Can I user the wifi smart plug to tell me when the washer/dryer have started/stopped?

I live in a multi-family home with my family and we share a washer and dryer in the garage. We often go down to start a load of laundry just to find out that someone else had the same idea. Also we find ourselves going downstairs to retrieve our laundry to find that it is not dry yet.

Can this notify me when someone else started the washer and/or dryer? How are alerts received? Can multiple people be notified?
