an unactived device come unlocked?
if i buy an unactived device for full price it will come unlocked or anyway it will come working just for AT&T?
Phone will come working with the carrier it is associated with. They will not come unlocked unless they specify "Unlocked" instead of a particular carrier in the name of the device.
