Hello Dallas.
I received mine about 1-2 weeks ago. When I booted it up, it did not require a back-up CD or flash-drive/external-drive (for the initial set-up). [In my box came the Windows 10 backup disc.]
One thing that you will need to do is to activate Windows 10 (after following the initial setup instructions, you will see the desktop interface for Windows 10, and even be able to utilize the internet and download drivers/software -- as I did using my Razer Naga Epic Chroma mouse -- before "activating" Windows. There will be notifications and/or other forms of prompts to require you to officially activate Windows 10.
Free trials of Microsoft Office and Norton (I believe 30 days) come pre-installed, but you will want to install the free internet security software that the store provides you as soon as possible (if you intend on using it, as the 6 month version -- for example -- starts when you make the purchase of the software, even if the computer has not arrived).
I did install the drivers on the CD provided with the computer, however, some of them displayed as the current version of what was already pre-installed.
You will of course need to follow the set-up instructions provided, including removing the bag of foam inside the shell of the computer (protecting the parts in transit), and screwing on/twisting the two dongles (I believe that is the technical term) on the back of the desktop (to access the WiFi if the computer is not directly plugged into the router).
I hope that this helps. I apologize for not providing a more technical answer.
