Yes. There are settings that make sure video content can only be viewed while parked (i.e. parking brake is on). Technically there are ways around this that allow you to override the parking brake restriction, but you're on your own to get that done because Best Buy can't legally make this modification. I have the override switch on one vehicle of mine, and I can honestly say I've literally never used it. Realistically, no one should be viewing video content while driving. I had the override put in the one vehicle because I figured there might be a time where a passenger might want to watch video content while I was driving.
