What does "f/2.8" mean?

First, what does "f" mean? Second, what's the difference between a "f/4" and a "f/2.8"? It looks like f/2.8 lenses are higher priced, so does that mean they're better?

F2.8 let's in more light, can take better photos with faster shutter speed meaning less chance of blurred photos under less light settings. And also possible greater depth of field.
