I guess a lot depends on the make and model of your VHS player - if Logitech has that model in their database, the remote will control the player (after the remote has been programmed with the commands for that player). On the other hand, the make and model of your AV tuner or TV is also important, because all ANY 'universal' remote does is combine the operating signals for several makes and models of devices into one unit, so you don't have to juggle two, three, or five remotes just to watch what you want to watch. The device being controlled doesn't care what brand remote you use, as long as it recognizes and can execute the commands it gets. I've used several generations of Logitech remotes over the years, and they've all worked great once they were programmed. Hope this helps.
