Windows 10 should have no issues with this. It is backwards compatible with previous versions of windows.

Will this product receive wireless data plan from AT&T or from providers outside of the U.S.?
As far as I know, NO. usually data plans from a provider gives you a phone number along with it, even if its a tablet. This is more used to connect a device, like computer to a router.

i have a imac and a dell desktop but my internet wire is plug into my imac and i need my other computer in my room for gaming will this give me the internet i need to download my games
This will give you internet for that device, but since you said you connected your imac with an internet wire, you must have a wireless router or modem in order to use this.

Will this work for a gaming computer that doesn't have a wifi chip in it and I just plug it in and set it up
I have this on my computer and it works fine gaming. As long as you have this usb adapter and a wireless router there shouldn't be any problems.

HOW CAN I SEE MY COMPUTER ON MY TV WITHOUT HDMI WIRE.
I have 60" SAMSUMG TV IT HAS HDMI AND USB RIGH NOW I HAVE A 50" USB CABLE FROM MY COMPUTER TO THE TV IN ORDER TO SEE MY WORK FROM THE COMPUTER ON MY TV. WHAT SHOULDI DO TO SEE MY COPUTER ON MY TV WITHOUT HAVING THE HDMI WIRE CONNECTED. IS THERE A USB WIFI THAT I CAN USE AND IF THERE IS WHAT MODEL SHOULD I USE,
It really depends on what your Tv supports. If its intel wireless display i believe its possible. Depending on what your displaying Chromecast does allow you to broadcast whatever is on your google chrome webpage.
