Receiving error message that the Webroot toolbar is not installed when using password manager.

I have had this before and I tried to renew it and I could not get it to install on the computer, I download it as it told me to and it would stop at like 82 percent and would stop. I received the bill for it but I have no protection. I would really like someone to help me from web root to email me please .
