Please try plugging the camera into a standard outlet with a USB-C cable and 5V2A adapter for a few hours. If it still won’t charge, hold the setup button for 20–30 seconds to reset it, then try setting it up again. Also, make sure your solar panel is clean, properly connected, and getting direct sunlight.
