No toner in cartridge!!

I believe in using recycled products whenever possible but when I opened the cartridge from the packaging it had no toner in it. I ordered it about a month ago to have on hand for when we ran out of the current toner and now I just have 2 empty cartridges and can't print. I've never had that happen before using a recycled toner before. I am very disappointed with this product.
