This shredder will definitely cut vertically and shred paper to ribbons. The cross-cutting works maybe 90% of the time, so you might have to tear some of the ribbons by hand afterwards.

The shredding is great, but the basket is designed in such a way that a liner bag can't be positioned very well so shredded material falls everywhere when the basket is pulled open to dump the material.
