Oven never gets to set temp

Bought this with high hopes. Unfortunately the oven underperforms. Actual temp is 50 degrees lower than set temp. I'm told by Forno that this is how it was designed. Not acceptable. It's getting returned.
No, I would not recommend this to a friend.

product is defective

stainless steel on top of range has hundreds of tiny rust spots, not even a month after starting too use it. Glass top has burn spots that will not come off, it looks like crap
