Makes bad noise starting up and shutting down

First I want to say great pc great preference runs all games with no problem. My only problem is my pc makes noise when starting ip and shutting down and occasionally while I’m using the pc. Doest affect my gameplay at all but it’s a very load noise like my fan grinding on something. I’m determining whether I want to keep it or return it while I still can. Can anyone help me as it’s my first pc and I’m not sure if that’s normal or not.

I am having much difficulty with the new tower. The new system Windows 11 will not accept my scanner or my HP Laser copier. Much to my disappointment. I should have done more homework before buying your product. Frustrated to say the least! Also, I cannot get Microsoft Word to work!
