Would be a good laptop but constant loud fan noise

I upgraded from a T580 to a T15. The T15 has one massive problem: Fan noise. When the laptop is plugged in through either of the USB-C ports the fan is on constantly even under idle load if power settings are on either (Performance or Balanced). You need to switch to Efficiency to have the fan not running top speed. Even on efficiency there is a slight very high pitch tinitus like sound.
No, I would not recommend this to a friend.
