Michigan State MESP (529 Plan) is messed up

The question about withdrawal from a Michigan 529 plan, called MESP, is misleading. If you don't read it very carefully, you will enter a number like I did last year and initially this year, around $25,000 in my case. However a careful read of the question asks you to enter the withdrawal from the 529 ONLY if the amount was added to my AGI. Why would it ever be added to my AGI? At some point in the past, it was obviously part of my AGI and I was taxed on it before I put the money into the MESP 529 plan. But why would TurboTax add the amount to my AGI in the tax year I'm filing for, and the tax year I'm making the withdrawal from to pay for my son's education? This makes no sense and I called the Michigan Treasury office and spoke with a Tax Authority who wasn't able to explain it, simply saying call your legislator of you want the law changed. I think they are interpreting the law wrongly, and TurboTax might be as confused as everyone else, but nonetheless, the question about withdrawal from MESP 529 should be changed and made more clear. Furthermore, since none of the $25000 in my case was added to my AGI, I tried to answer the question in TurboTax with a $0. But TurboTax would not take this answer saying it needed to be $1 or higher. So in the end I put $1 in there, my refund for State of Michigan was reduced by $1000, and that was the end of it. Last year, I did not catch the AGI issue, and the State of Michigan reduced my refund by over $1000 in a letter for which they said there was no appeal. Please look at the question about Michigan MESP 529 and work with Michigan Tax Dept to figure this out. Thank you.
