Does not work due to ridiculous HP region locks

This toner does not work on my printer because I purchased my printer in another country. It's absurd that HP places region locks on its printers!

Your situation appears upsetting. Our ink and toner cartridges are designed to read ink from the same country as the printer. This measure was implemented to prevent fraudulent cartridges from being manufactured abroad and sold online as HP cartridges. I understand your situation is the exception, as the printer was purchased abroad. Return the cartridge at www.hp.com/us-en/shop/cv/ReturnsandExchanges?id=page-return-exchange-policy/. Sorry again for the experience.
