Refuses to charge

Got this a couple of months ago as a retirement gift and finally decided to try it out. IT WILL NOT CHARGE. I have tried plugging it in with its own plug into a surge protector which was on (it's for the computer) over night and the next day was nothing. Then I plugged it into the car for a 30 min ride and when I turned it on it lit up and shut down. Then I took it for a longer car ride. Nothing. Each time the device was off when I charged it but I don't think the either of the plugs on the device end were in all the way as I saw silver but won't go in any further. Rather a big disappointment.
I would recommend this to a friend!
